Planning

Our specialist will perform an on-site review to determine the scope of work. We will identify the major factors that will influence the design. Major factors include pavement condition, existing utilities, wetlands, obstacles, traffic patterns, vegetation, and preliminary right-of-way. These factors allow us to create preliminary alignment options, determine permitting requirements, and decide if a horizon directional (HDD) is required. When an HDD is required, we can determine the best location for the entry / exit pit, pipe fabrication area, and boring locations.

Design

Our Team of Professional will design contract documents for approval by local municipalities, state agencies, and federal agencies. We provide consistent and accurate plan sets including, Cover Sheet, General Notes, Plan/Profile views, Tie-In Details, General Details, Erosion and Sediment Controls, Details and Notes, Traffic Control Plans, Details and Notes, Boring Logs, Bill of Materials, and HDD Design Calculation. PPS has designed 22 HDDs from 2018-2019.

Permitting

Many gas pipeline projects are in environmentally sensitive areas. We design the alignments to avoid permitting but often the corridor is congested and has unavoidable features like wetlands, streams, rivers, bridges, and railroads. Using HDD we can successfully navigate through these corridors. We provide permitting services to satisfy local and state permits. Transmission pipelines often require a permit from the Federal Energy Regulatory Commission, We have successfully received Automatic Blanket Certificates on two transmission projects. Additionally, we prepare railroad and bridge crossing permits. PPS will attend Zoning, Planning Board, and Conservation Commission meetings.

Management

To determine the risk factors for a HDD, a vast amount of data needs to be collected. PPS will hire and manage a team of professionals for surveying, sub-surface utility investigations, wetland delineation, boring, Geoprobes, geotech reports, and construction layout. PPS has designed several projects in State owned corridors. We were successful in negotiating several design exceptions that turned a non-feasible project into a reality. By coordinating with state officials early in design we are able to reduce cost by reducing the number of submissions for approval.

Construction

PPS will support our designs through construction. Our designer will attend a 75% constructability meeting to address any concerns that may arise. We are also present for pre-construction meetings. We will stake-out the proposed alignment and HDD design in the field. In construction we frequently discover unknown or miss marked utilities. We are available to revise the alignment quickly to ensure construction is not delayed. PPS provides construction support by having a representative on site with sub-contractors collecting data and during HDD operations.
